Scoutmaster Eugene Philm (nicknamed Phlegm by everyone) is the ex-boyfriend of Dr. Sarah Gray. He became jealous of Ben "Little Ben" Healy Jr. He serves as one of the main antagonists of the third film. He is Duke's father who is a tough leader of the prairie dog scouts.
